Higher ground with a clear, low horizon outperforms a valley of the same measured radiance, because a light dome from a distant town sits along the horizon rather than overhead. Neither elevation nor horizon obstruction is part of this site's dataset, so two places with an identical brightness band can still give a genuinely different view.
